Development administration aims at bringing about political, social, economic, and cultural change through proper planning, development programs, and people's participation.

Administration constantly interacts with its environment — it shapes that environment and is, in turn, shaped by it.

Development Administration Is Culture-Bound

There is a close link between administration and the culture of a country — culture provides administration's operational framework, while political leadership and developmental policy shape administration in turn.

The relationship runs both ways: when administration commits to development and change, and prepares feasible, operational, desirable plans and programs, it can genuinely help usher in cultural change.

Beyond the Politics–Administration Dichotomy

The classical principle of a strict politics–administration dichotomy cannot be accepted for development administration — formulating development policies and programs is intricately related to administering them.

Development administration is really an effort at homogenizing policy, planning, management, leadership, and people into one unified system.

Characteristic 4

Nation-Building and Social-Welding

Development administration is concerned not merely with expanding institutions, but with shaping social behavior and reconstructing social structures.

Many developing countries are affected by traditional, parochial relationships built on kinship, caste, religion, and region.

These structures need to give way to an era of modernization — expediting industrialization, urbanization, education, and democracy.

Nation-building succeeds only if development activities bring about genuine social change — not just physical outputs.

Planning and Programming

Countries — developed and developing alike — assess resources, set priorities, and carry plans from formulation through evaluation, for maximum results at minimum time and cost.

Plans and programming must relate a country's economic needs to its administrative capacity — otherwise planning is reduced to mere propaganda.

Centralized vs Decentralized

Advantages of Decentralized Planning

Centralized Planning

Priorities, content, staff, finance, and institutional arrangements set at the central level.

  • Favored for administrative efficiency
  • Enables uniform assessment

Decentralized ("From Below")

Resources adapt to local needs; best use of local natural & human resources.

  • Avoids low performance from imposed programs
  • Reduces bureaucratization
  • Grows self-reliant, self-governing units

Local bodies may need initial help — funds and trained planning manpower — before fully exercising decentralized planning.

Characteristics 6 & 7

Ecological and Organic in Nature

Ecological: administration works within a constitutional, political, and legal framework. Foreign know-how or technology may not yield results if the socio-cultural, economic, and political milieu isn't ready to assimilate it.

Organic: not a machine of nuts and bolts — the human element is central. People's participation is required at every stage: setting priorities, formulating, implementing, and evaluating plans.

Ideal 1

Economic Growth with Social Justice

The benefits of economic development must accrue more and more to the relatively less privileged classes of society, with a progressive reduction in the concentration of income, wealth, and economic power. — Module 2, Lesson 2

Development administration is not interested in economic growth for its own sake — its objective is growth with a social order built on equity, justice, freedom, and equal opportunity for all.

Major decisions on production, distribution, consumption, and investment must be made by agencies committed to social purposes — though the exact methods for achieving this still need to be worked out.

Ideal 2

Institution-Building

Development administration's tasks aren't confined to formulating plans and policies — they include creating suitable institutions to accomplish development's objectives.

"Institution-building" identifies the process of moving from an objective to the actual creation of the organization, service system, new practices, or relationships that provide evidence that change has taken place. — Stone (1964)

A school, a water distribution system, or any organized effort requiring acceptance from the people it serves — all are institution-building at work.

Administrative Development

Making administration "a perfect instrument" of development — changing structures, attitudes, skills, and behavior, backed by proper training.

Meant to bring administration closer to the people, and make procedures comprehensible to citizens who may be largely unfamiliar with bureaucracy.

Ideal 4

Communication

Described in the module as having become "a watchword for development." As new ideas enter a social system committed to change, communication's importance grows.

Coordination

Scarce resources seldom permit overlapping or wastage without damaging development's pace. Development administration focuses on "management of scarcities" through coordination.

The study of development administration makes it explicitly clear: the politics–administration dichotomy is a myth.

In an era of expanding science, technology, and "knowledge explosion," a clean functional line between politics and administration is neither desirable nor possible — policy and implementation are too intertwined in development work.
